Black bug STI, 51 plate Chester-le-street

Anyone know who's this is, parked up in Wynyard council estate, been there months just rotting away????
Pass it every day on way to inlaws, never moves, think front drivers side tyre deflated???
Not fan of bugs (Locky exception) but seems a waste???.....
Could be nice project for someone??

Theres another in chester up north lodge way looks like it might be a type r. Havent seen it up close but it looks pretty clean, its been there about a year but apparently gets started up every so often, my friend lives opposite might get him to find out a bit more.
