Tax bands and prices

It is quite annoying that Subaru has not brought out more efficient engines to achieve lower taxation, as the focus rs has the same size engine with 305bhp as standard but is only in tax band k £260 a year and even the mountune version with 350bhp is still in the same band, why can't Subaru do this, think they would get more sales if they did
