Iv heard scoobie a don't like cone filters to much so what's the best panel filter to have and does havin a good panel filter help with BNP or are they just for clean air

HKS triple layer, washable and doesn't have oil that damages the MAF sensor

Ive got a hks panel filter in mine and theres definitly a better throttle response

Andy Forrest told me to invest in an induction kit to get mine over and above 400bhp, so they mustn't be too bad?

A panel filter and standard airbox only become restrictive over 400hp, below this a panel filter does the job, the HKS filter is very free flowing and will give you maximum air flow with the standard airbox.
There are a lot of shite induction kits out there that will reduce airflow not increase it, if you do go for one make sure it's a proven reputable brand.

Yeah I made 391 on a K&N panel, so they're no problem up to there, but I want to max the turbo out to see what it'll do, so need more air and more fuel

I has one K&N and I am led to believe the other is a quickshift item.
